Democracy and legislative policy
The Seminar was hosted by Parliament, the Ministry of Justice and the Government Policy Programme for Citizen Participation for invited participants. It took place in the Auditorium of the Parliament Annex on Monday, 2 October 2006.The Seminar employed the methods of societal diagnosis to examine the changes in the democratic environment and the status of the Parliament as legislature. Special attention was paid to the challenges presented by globalisation, EU membership, new media, and public access to information. The focus of the Seminar was on the effects of the changes from the point of view of Finnish society, but the experiences of other countries were touched on as well. Most importantly, the Seminar was a forum for discussions about the proposed formulation of a legislative policy. It is necessary to take a comprehensive approach to this issue, so that the citizens, the Government and the Parliament can debate the state of the legal system and the development of legislation in a broader context and not only in view of particular legislative projects.
